Sino-British cooperation to explore the road of plastic pollution prevention
Source: China Environmental News Can technically achieve accurate sorting of plastics? Will global attention to micro-plastic pollution promote the rapid development of new plastics? At the Sino-British (Shandong) Plastic Pollution Prevention and Control Conference held recently, representatives attended the conference. Questioning experts from China and Britain, the experts gave detailed and scientific answers, and the atmosphere at the meeting was lively. It is understood that this seminar is part of the three-month "British Quarter" series of activities of the British Embassy in China in Shandong Province. It is co-sponsored by the British Embassy in China, the Shandong Provincial Department of Ecology and Environment, and the Provincial Foreign Affairs Office. In the field of strengthening the prevention and control of plastic pollution, explore opportunities for cooperation. Cooperation to open a new chapter in plastic pollution prevention “Shandong Province has carried out many useful explorations in the treatment of plastic pollution and achieved certain results. It is hoped that through this meeting, in-depth discussions with British experts will open a new chapter in the exchange and cooperation between plastics pollution prevention and control.†Shandong Provincial Department of Ecological Environment II Level inspector Yu Zhenping said. Fu Zhenni, the second secretary of the British Embassy in China, also expressed the consensus of cooperation: "The UK has done a lot of work in the prevention and control of plastic pollution and has rich experience. It hopes to cope with the threat of plastic pollution through wider cooperation." At the seminar, more than 10 experts from both China and the UK elaborated on the hazards of plastic pollution and measures to reduce pollution from the perspectives of policy formulation, technical research, and recycling system construction. The content covers water environmental protection, atmospheric environmental management, marine ecological protection and agricultural non-point source pollution prevention and control. Experts called on everyone to start from me, start small things, reduce the use of disposable plastics, and act as an actor in the prevention and control of plastic pollution. Classified recycling to improve the utilization of waste plastics In order to reduce plastic pollution, the UK has implemented a series of initiatives in recent years. In 2015, the UK government introduced a five-pence plastic bag charging policy to encourage consumer-side policies such as unpackaged retail to control plastic use, which has so far reduced 83% (about 9 billion) disposable plastic bags. Currently, the UK government is considering whether to use taxation to reduce the use of disposable plastic products. Debroah Sack, chief expert on waste and natural resources management at the UK Department of International Trade, said: "Garbage sorting can greatly reduce the cost of post-processing of used plastics." “Recycling of waste resources is an important carrier and an effective means to develop a circular economy, and it is an important way to solve two key problems of resource shortage and pollution prevention in sustainable development,†said Liu Xucong, director of the Expert Committee of Shandong Circular Economy Association. Liu Xucong believes that China has not yet formed a complete waste resource classification and recycling system, which leads to difficult recycling and low utilization efficiency. At the same time, the lack of relevant regulations has led to uneven development of the industry, and there is a phenomenon of “scattering pollutionâ€. In this context, large-scale recycling enterprises with standardized operations will gain more development opportunities. At present, Shandong Province has a number of standardized waste plastic recycling enterprises. For example, Shandong Chenlong Recycled Plastics Co., Ltd., located in Zibo City, Shandong Province, can realize the recycling of plastics through plastic pellet recycling project, with an annual output of 3,000 tons of plastic pellets. In the next step, Shandong Province will focus on the construction of two high-value utilization bases for waste plastics in Lubei and Ludong. We will build a comprehensive waste plastic sorting and distribution center in Luzhong, Shandong Southeast and Southwest Shandong, and build a smart warehouse logistics system to radiate 17 cities across the province. Each city has adapted to local conditions and cooperated to set up sorting and packing stations. Harmless disposal, strengthen solid waste supervision and governance To prevent and control plastic pollution, it is necessary not only to classify waste, but also to carry out harmless disposal of garbage. In the classification of urban and rural domestic waste, there are already 46 pilot cities across the country. Seven counties and districts in Shandong were selected as rural waste classification demonstration counties. At the seminar, the relevant person in charge of the Shandong Provincial Department of Housing and Urban Construction said: “In the 7 demonstration counties, 65% of the townships and 60% of the administrative villages have started pilot projects for the classification of rural domestic waste.†The reporter learned that in the first 10 months of 2018, the harmless treatment of domestic garbage in Shandong Province exceeded 20 million tons, and the daily treatment exceeded 70,000 tons. Among them, the incineration treatment is close to 60%, and it is increasing year by year. As of the end of October last year, there were 27 municipal solid waste incineration treatment projects in 22 counties in 17 cities. At the same time of classified recycling and harmless disposal, Shandong Province has continuously strengthened the supervision and treatment of solid waste and improved its comprehensive utilization rate. The Shandong Provincial Department of Eco-Environment also organized the province's development and reform, the letter, the public security, business, industry and commerce departments to carry out the clean-up and rectification of the province's recycling industry, banned illegal enterprises, and further standardized the province's recycling enterprises.
